Add Range[Inclusive]::is_empty

During the RFC, it was discussed that figuring out whether a range is empty was subtle, and thus there should be a clear and obvious way to do it. It can't just be ExactSizeIterator::is_empty (also unstable) because not all ranges are ExactSize -- not even Range or RangeInclusive.

Add trailing newlines to files which have no trailing newlines.

Not being an enum improves ergonomics, especially since NonEmpty could be Empty. It can still be iterable without an extra "done" bit by making the range have !(start <= end), which is even possible without changing the Step trait. Implements RFC 1980
