* Add support for `#[proc_macro]`

* Reactivate `proc_macro` feature and gate `#[proc_macro_attribute]` under it

* Have `#![feature(proc_macro)]` imply `#![feature(use_extern_macros)]`,
error on legacy import of proc macros via `#[macro_use]`
