Rollup merge of #91208 - estebank:eq-constraint, r=cjgillot
Account for incorrect `where T::Assoc = Ty` bound

Provide suggestoin to constrain trait bound for associated type.
Revert incorrect changes to `missing-bounds` test.

Address part of #20041.
