Auto merge of #96546 - nnethercote:overhaul-MacArgs, r=petrochenkov
Overhaul `MacArgs`

Motivation:
- Clarify some code that I found hard to understand.
- Eliminate one use of three places where `TokenKind::Interpolated` values are created.
