Rollup merge of #123373 - onur-ozkan:skip-codegen, r=Mark-Simulacrum
skip Codegen{GCC,Cranelift} when using CI rustc
CI rustc uses the default codegen backend, therefore we can't run `CodegenGCC` and `CodegenCranelift` tests when using it.
