Auto merge of #102963 - ilammy:xray-basic, r=estebank
Add `-Z instrument-xray` flag Implement MCP https://github.com/rust-lang/compiler-team/issues/561, adding `-Z instrument-xray` flag which enables XRay instrumentation in LLVM.
