Auto merge of #60903 - nnethercote:mv-gensyms-from-Symbol-to-Ident, r=petrochenkov
Move gensym operations from `Symbol` to `Ident`

Gensyms are always at the `Ident` level, and long-term we probably want to record gensym-ness in hygiene data.
