Rollup merge of #66858 - 0dvictor:capi, r=rkruppe
Use LLVMAddAnalysisPasses instead of Rust's wrapper LLVM exposes a C API `LLVMAddAnalysisPasses` and hence Rust's own wrapper `LLVMRustAddAnalysisPasses` is not needed anymore.
