The existing code produces `Some(kw::Empty)` for these invalid forms:
- a non-name-value, e.g. `#[rustc_allowed_through_unstable_modules]`
- a non-string arg, e.g. `#[rustc_allowed_through_unstable_modules = 3]`
The new code avoids the `kw::Empty` and is a little shorter. It will
produce `None` in those cases, which means E0789 won't be produced if
the `stable` attribute is missing for these invalid forms. This doesn't
matter, because these invalid forms will trigger an "malformed
`rustc_allowed_through_unstable_modules` attribute" anyway.

Use `RUSTC_LINT_FLAGS` more
An alternative to the failed #138084.
Fixes #138106.

The idea is to identify cases of symbols/identifiers that are not
expected to be used. There isn't a perfectly sharp line between "dummy"
and "not dummy", but I think it's useful nonetheless.

It's no longer necessary now that `-Wunreachable_pub` is being passed.

Revert <https://github.com/rust-lang/rust/pull/138084> to buy time to
consider options that avoids breaking downstream usages of cargo on
distributed `rustc-src` artifacts, where such cargo invocations fail due
to inability to inherit `lints` from workspace root manifest's
`workspace.lints` (this is only valid for the source rust-lang/rust
workspace, but not really the distributed `rustc-src` artifacts).
This breakage was reported in
<https://github.com/rust-lang/rust/issues/138304>.
This reverts commit 48caf81484b50dca5a5cebb614899a3df81ca898, reversing
changes made to c6662879b27f5161e95f39395e3c9513a7b97028.

depend more on attr_data_structures and move find_attr! there
r? ``@oli-obk``
This should be an easy one. It just moves some imports around. This is necessary for other changes that I'm working on not to have import cycles. However, it's an easy one to just merge on its own.

(Except for `rustc_codegen_cranelift`.)
It's no longer necessary now that `unreachable_pub` is in the workspace
lints.

This is temporarily needed for `x doc compiler` to work. They can be
removed once the `Nonterminal` is removed (#124141).

fix usage of ty decl macro fragments in attributes
See the test case. Due to one missing code path (and also the changes in #137517), using $ty or other specific fragments as part of an attr wouldn't work. $tt used to work since it wouldn't be parsed anywhere along the way.
Closes #137662

Note: there was an existing code path involving `Interpolated` in
`MetaItem::from_tokens` that was dead. This commit transfers that to the
new form, but puts an `unreachable!` call inside it.

`rustc_span::symbol` defines some things that are re-exported from
`rustc_span`, such as `Symbol` and `sym`. But it doesn't re-export some
closely related things such as `Ident` and `kw`. So you can do `use
rustc_span::{Symbol, sym}` but you have to do `use
rustc_span::symbol::{Ident, kw}`, which is inconsistent for no good
reason.
This commit re-exports `Ident`, `kw`, and `MacroRulesNormalizedIdent`,
and changes many `rustc_span::symbol::` qualifiers in `compiler/` to
`rustc_span::`. This is a 200+ net line of code reduction, mostly
because many files with two `use rustc_span` items can be reduced to
one.
