Add support for making lib features internal We have the notion of an "internal" lang feature: a feature that is never intended to be stabilized, and using which can cause ICEs and other issues without that being considered a bug. This extends that idea to lib features as well. It is an alternative to https://github.com/rust-lang/rust/pull/115623: instead of using an attribute to declare lib features internal, we simply do this based on the name. Everything ending in `_internals` or `_internal` is considered internal. Then we rename `core_intrinsics` to `core_intrinsics_internal`, which fixes https://github.com/rust-lang/rust/issues/115597.

Currently we always do this: ``` use rustc_fluent_macro::fluent_messages; ... fluent_messages! { "./example.ftl" } ``` But there is no need, we can just do this everywhere: ``` rustc_fluent_macro::fluent_messages! { "./example.ftl" } ``` which is shorter.

The `fluent_messages!` macro produces uses of `crate::{D,Subd}iagnosticMessage`, which means that every crate using the macro must have this import: ``` use rustc_errors::{DiagnosticMessage, SubdiagnosticMessage}; ``` This commit changes the macro to instead use `rustc_errors::{D,Subd}iagnosticMessage`, which avoids the need for the imports.

Fluent, with all the icu4x it brings in, takes quite some time to compile. `fluent_messages!` is only needed in further downstream rustc crates, but is blocking more upstream crates like `rustc_index`. By splitting it out, we allow `rustc_macros` to be compiled earlier, which speeds up `x check compiler` by about 5 seconds (and even more after the needless dependency on `serde_json` is removed from `rustc_data_structures`).

Instead of loading the Fluent resources for every crate in `rustc_error_messages`, each crate generates typed identifiers for its own diagnostics and creates a static which are pulled together in the `rustc_driver` crate and provided to the diagnostic emitter. This commit is intended to follow the stabilization disposition of the FCP that has now finished in #84223. This stabilizes the ability to flag thread local initializers as `const` expressions which enables the macro to generate more efficient code for accessing it, notably removing runtime checks for initialization. More information can also be found in #84223 as well as the tests where the feature usage was removed in this PR. Closes #84223

When an incremental fingerprint mismatch occurs, we debug-print our `DepNode` and query result. Unfortunately, the debug printing process may cause us to run additional queries, which can result in a re-entrant fingerprint mismatch error. To avoid a double panic, this commit adds a thread-local variable to detect re-entrant calls.
