Specialize sleep_until implementation for unix (except mac)

Replaces the generic catch all implementation with target_os specific ones for: linux/netbsd/freebsd/android/solaris/illumos etc. Other platforms like wasi, macos/ios/tvos/watchos and windows will follow in later separate PR's (once this is merged).

Using clock nanosleep leads to more accurate sleep times on platforms
where it is supported.
To enable using clock_nanosleep this makes `sleep_until` platform
specific. That unfortunatly requires identical placeholder
implementations for the other platforms (windows/mac/wasm etc).
we will land platform specific implementations for those later. See the
`sleep_until` tracking issue.
This requires an accessors for the Instant type. As that accessor is only
used on the platforms that have clock_nanosleep it is marked as allow_unused.
32bit time_t targets do not use clock_nanosleep atm, they instead rely
on the same placeholder as the other platforms. We could make them
use clock_nanosleep too in the future using `__clock_nanosleep_time64`.

Currently, the code for process aborts is duplicated across `panic_abort` and `std`. This PR uses `#[rustc_std_internal_symbol]` to make the `std` implementation available to `panic_abort` via the linker, thereby deduplicating the code.

Although `Env` (as `Vars`), `Args`, path functions, and OS constants are
publicly exposed via `std::env`, their implementations are each
self-contained. Keep them separate in `std::sys` and make a new module,
`sys::env`, for `Env`.

As per #117276, this moves the implementations of `Process` and friends out of the `pal` module and into the `sys` module, removing quite a lot of error-prone `#[path]` imports in the process (hah, get it ;-)). I've also made the `zircon` module a dedicated submodule of `pal::unix`, hopefully we can move some other definitions there as well (they are currently quite a lot of duplications in `sys`). Also, the `ensure_no_nuls` function on Windows now lives in `sys::pal::windows` – it's not specific to processes and shared by the argument implementation.

Also adds the initial file abstractions.
The file opening algorithm is inspired from UEFI shell. It starts by
classifying if the Path is Shell mapping, text representation of device
path protocol, or a relative path and converts into an absolute text
representation of device path protocol.
After that, it queries all handles supporting
EFI_SIMPLE_FILE_SYSTEM_PROTOCOL and opens the volume that matches the
device path protocol prefix (similar to Windows drive). After that, it
opens the file in the volume using the remaining pat.
It also introduces OwnedDevicePath and BorrowedDevicePath abstractions
to allow working with the base UEFI and Shell device paths efficiently.
DevicePath in UEFI behaves like an a group of nodes laied out in the
memory contiguously and thus can be modeled using iterators.

uefi: helpers: Add DevicePathNode abstractions
- UEFI device path is a series of nodes layed out in a contiguous memory region. So it makes sense to use Iterator abstraction for modeling DevicePaths
- This PR has been split off from #135368 for easier review. The allow dead_code will be removed in #135368

As per #117276, this moves the platform definitions of `Stdout` and friends into `sys`. This PR also unifies the UNIX and Hermit implementations and moves the `__rust_print_err` function needed by libunwind on SGX into the dedicated module for such helper functions.

Error messages are supposed to start with lowercase letters, but a lot
of `io::const_error` messages did not. This fixes them to start with a
lowercase letter.
I did consider adding a const check for this to the macro, but some of
them start with proper nouns that make sense to uppercase them.

The recent fixes to private dependencies exposed some cases in the UEFI
module where private dependencies are exposed in a public interface.
These do not need to be crate-public, so change them to `pub(crate)`.

Use `tell` for `<File as Seek>::stream_position`
Some platforms have a more efficient way to get the current offset of the file than by seeking. For example, Wasi has `fd_tell` and SOLID has `SOLID_FS_Ftell`. Implement `<File as Seek>::stream_position()` in terms of those.
I do not use any APIs that were not already used in `std`. Although, the `libc` crate has [`ftell`](https://docs.rs/libc/latest/libc/fn.ftell.html), [`ftello`](https://docs.rs/libc/latest/libc/fn.ftello.html), and [`ftello64`](https://docs.rs/libc/latest/libc/fn.ftello64.html), I do not know platform coverage. It appears that Windows has no `tell`-like API.
I have checked that it builds on each relevant platform.

Use `const_error!` when possible
Replace usages of `io::Error::new(io::ErrorKind::Variant, "constant string")` with `io::const_error!(io::ErrorKind::Variant, "constant string")` to avoid allocations when possible. Additionally, fix `&&str` error messages in SGX and missing/misplaced trailing commas in `const_error!`.

rustfmt fails to format this match expression, because it has several
long string literals over the maximum line width. This seems to exhibit
rustfmt issues #3863 (Gives up on chains if any line is too long) and
#3156 (Fail to format match arm when other arm has long line).

As per #117276, this PR moves `sys_common::net` and the `sys::pal::net` into the newly created `sys::net` module. In order to support #135141, I've moved all the current network code into a separate `connection` module, future functions like `hostname` can live in separate modules.
I'll probably do a follow-up PR and clean up some of the actual code, this is mostly just a reorganization.

Set environment variables before launching the process and restore the
prior variables after the program exists.
This is the same implementation as the one used by UEFI Shell Execute [0].

uefi: Implement path
This PR is split off from https://github.com/rust-lang/rust/pull/135368 to reduce noise.
UEFI paths can be of 4 types:
1. Absolute Shell Path: Uses shell mappings
2. Absolute Device Path: this is what we want
3. Relative root: path relative to the current root.
4. Relative
Absolute shell path can be identified with `:` and Absolute Device path can be identified with `/`. Relative root path will start with `\`.
The algorithm is mostly taken from edk2 UEFI shell implementation and is somewhat simple. Check for the path type in order.
For Absolute Shell path, use `EFI_SHELL->GetDevicePathFromMap` to get a BorrowedDevicePath for the volume.
For Relative paths, we use the current working directory to construct the new path.
BorrowedDevicePath abstraction is needed to interact with `EFI_SHELL->GetDevicePathFromMap` which returns a Device Path Protocol with the lifetime of UEFI shell.
Absolute Shell paths cannot exist if UEFI shell is missing.

- While working on process env support, I found that args were currently
broken. Not sure how I missed it in the PR, but well here is the fix.
- Additionally, no point in adding space at the end of args.

This PR is split off from #135368 to reduce noise.
Rename DevicePath to OwnedDevicePath. This is to allow a non-owning
version of DevicePath in the future to work with UEFI shell APIs which
provide const pointers to device paths for UEFI shell fs mapping.
Also implement Debug for OwnedDevicePath for some quality of life
improvements.
