Initial support for loongarch64-unknown-linux-gnu Hi, We hope to add a new port in rust for LoongArch. LoongArch intro LoongArch is a RISC style ISA which is independently designed by Loongson Technology in China. It is divided into two versions, the 32-bit version (LA32) and the 64-bit version (LA64). LA64 applications have application-level backward binary compatibility with LA32 applications. LoongArch is composed of a basic part (Loongson Base) and an expanded part. The expansion part includes Loongson Binary Translation (LBT), Loongson VirtualiZation (LVZ), Loongson SIMD EXtension (LSX) and Loongson Advanced SIMD EXtension(LASX). Currently the LA464 processor core supports LoongArch ISA and the Loongson 3A5000 processor integrates 4 64-bit LA464 cores. LA464 is a four-issue 64-bit high-performance processor core. It can be used as a single core for high-end embedded and desktop applications, or as a basic processor core to form an on-chip multi-core system for server and high-performance machine applications. I tried to follow the LLVM source code to get a better idea but ran into quite a lot of trouble (https://rust-lang.zulipchat.com/#narrow/stream/187780-t-compiler.2Fwg-llvm/topic/go-to-definition.20in.20src.2Fllvm-project.3F). (But everything else works without these changes) ⚠️ Tested mainly with a x86_64 virtual machine (see qnx-nto.md) and partially with an aarch64 hardware (some tests fail due to constrained resources).

Most tests involving save-analysis were removed, but I kept a few where the `-Zsave-analysis` was an add-on to the main thing being tested, rather than the main thing being tested. For `x.py install`, the `rust-analysis` target has been removed. For `x.py dist`, the `rust-analysis` target has been kept in a degenerate form: it just produces a single file `reduced.json` indicating that save-analysis has been removed. This is necessary for rustup to keep working. Closes #43606.

Historically, Rust's Fuchsia targets have been labeled x86_64-fuchsia and aarch64-fuchsia. However, they should technically contain vendor information. This CL changes Fuchsia's target triples to include the "unknown" vendor since Clang now does normalization and handles all triple spellings. This was previously attempted in #90510, which was closed due to inactivity.
