Add a new 'pc' option to -Z branch-protection for aarch64 that enables the use of PC as a diversifier in PAC branch protection code. When the pauth-lr target feature is enabled in combination with -Z branch-protection=pac-ret,pc, the new 9.5-a instructions (pacibsppc, retaasppc, etc) will be generated.

This commit is a response to feedback on the displayed type signatures results, by making generics act stricter. Generics are tightened by making order significant. This means `Vec<Allocator>` now matches only with a true vector of allocators, instead of matching the second type param. It also makes unboxing within generics stricter, so `Result<A, B>` only matches if `B` is in the error type and `A` is in the success type. The top level of the function search is unaffected. The `ptr` docs now discuss the concept of provenance in general, and then they go into the two families of APIs for dealing with provenance: Strict Provenance and Exposed Provenance. I removed the discussion of how pointers also have an associated "address space" -- that is not actually tracked in the pointer value, it is tracked in the type, so IMO it just distracts from the core point of provenance. I also adjusted the docs for `with_exposed_provenance` to make it clear that we cannot guarantee much about this function, it's all best-effort. There are two unstable lints associated with the strict_provenance feature gate; I moved them to a new [strict_provenance_lints](https://github.com/rust-lang/rust/issues/130351) feature since I didn't want this PR to have an even bigger FCP. ;) `@rust-lang/opsem` Would be great to get some feedback on the docs here. :) Nominating for `@rust-lang/libs-api.` Part of https://github.com/rust-lang/rust/issues/95228. It also introduces a api compatible copy_file_range which can be used like its linux's counterpart. The former is essential to build https://github.com/rust-lang/rust/pull/120589, therefore breaks the backward compatibility with the previous FreeBSD releases.
