This commit rejiggers the generics used in the implementation of
`Command::env` with the purpose of reducing the amount of codegen that
needs to happen in consumer crates, instead preferring to generate code
into libstd.
This was found when profiling the compile times of the `cc` crate where
the binary rlib produced had a lot of `BTreeMap` code compiled into it
but the crate doesn't actually use `BTreeMap`. It turns out that
`Command::env` is generic enough to codegen the entire implementation in
calling crates, but in this case there's no performance concern so it's
fine to compile the code into the standard library.
This change is done by removing the generic on the `CommandEnv` map
which is intended to handle case-insensitive variables on Windows.
Instead now a generic isn't used but rather a `use` statement defined
per-platform is used.
With this commit a debug build of `Command::new("foo").env("a", "b")`
drops from 21k lines of LLVM IR to 10k.

This commit removes the `wasm_syscall` feature from the
wasm32-unknown-unknown build of the standard library. This feature was
originally intended to allow an opt-in way to interact with the
operating system in a posix-like way but it was never stabilized.
Nowadays with the advent of the `wasm32-wasi` target that should
entirely replace the intentions of the `wasm_syscall` feature.

This commit moves `thread_local!` on WebAssembly targets to using the
`#[thread_local]` attribute in LLVM. This was recently implemented
upstream and is [in the process of being documented][dox]. This change
only takes affect if modules are compiled with `+atomics` which is
currently unstable and a pretty esoteric method of compiling wasm
artifacts.
This "new power" of the wasm toolchain means that the old
`wasm-bindgen-threads` feature of the standard library can be removed
since it should now be possible to create a fully functioning threaded
wasm module without intrusively dealing with libstd symbols or
intrinsics. Yay!

This is duplicated in a few locations throughout the sysroot to work
around issues with not exporting a macro in libstd but still wanting it
available to sysroot crates to define blocks. Nowadays though we can
simply depend on the `cfg-if` crate on crates.io, allowing us to use it
from there!

This commit removes all in-tree support for generating backtraces in
favor of depending on the `backtrace` crate on crates.io. This resolves
a very longstanding piece of duplication where the standard library has
long contained the ability to generate a backtrace on panics, but the
code was later extracted and duplicated on crates.io with the
`backtrace` crate. Since that fork each implementation has seen various
improvements one way or another, but typically `backtrace`-the-crate has
lagged behind libstd in one way or another.
The goal here is to remove this duplication of a fairly critical piece
of code and ensure that there's only one source of truth for generating
backtraces between the standard library and the crate on crates.io.
Recently I've been working to bring the `backtrace` crate on crates.io
up to speed with the support in the standard library which includes:
* Support for `StackWalkEx` on MSVC to recover inline frames with
debuginfo.
* Using `libbacktrace` by default on MinGW targets.
* Supporting `libbacktrace` on OSX as an option.
* Ensuring all the requisite support in `backtrace`-the-crate compiles
with `#![no_std]`.
* Updating the `libbacktrace` implementation in `backtrace`-the-crate to
initialize the global state with the correct filename where necessary.
After reviewing the code in libstd the `backtrace` crate should be at
exact feature parity with libstd today. The backtraces generated should
have the same symbols and same number of frames in general, and there's
not known divergence from libstd currently.
Note that one major difference between libstd's backtrace support and
the `backtrace` crate is that on OSX the crates.io crate enables the
`coresymbolication` feature by default. This feature, however, uses
private internal APIs that aren't published for OSX. While they provide
more accurate backtraces this isn't appropriate for libstd distributed
as a binary, so libstd's dependency on the `backtrace` crate explicitly
disables this feature and forces OSX to use `libbacktrace` as a
symbolication strategy.
The long-term goal of this refactoring is to eventually move us towards
a world where we can drop `libbacktrace` entirely and simply use Gimli
and the surrounding crates for backtrace support. That's still aways off
but hopefully will much more easily enabled by having the source of
truth for backtraces live in crates.io!
Procedurally if we go forward with this I'd like to transfer the
`backtrace-rs` crate to the rust-lang GitHub organization as well, but I
figured I'd hold off on that until we get closer to merging.

Add implementations of last in terms of next_back on a bunch of DoubleEndedIterators
Provided a `DoubleEndedIterator` has finite length, `Iterator::last` is equivalent to `DoubleEndedIterator::next_back`. But searching forwards through the iterator when it's unnecessary is obviously not good for performance. I ran into this on one of the collection iterators.
I tried adding appropriate overloads for a bunch of the iterator adapters like filter, map, etc, but I ran into a lot of type inference failures after doing so.
The other interesting case is what to do with `Repeat`. Do we consider it part of the contract that `Iterator::last` will loop forever on it? The docs do say that the iterator will be evaluated until it returns None. This is also relevant for the adapters, it's trivially easy to observe whether a `Map` adapter invoked its closure a zillion times or just once for the last element.

Simplify checked_duration_since
This follows the same design as we updated to in #56490. Internally, all the system specific time implementations are checked, no panics. Then the panicking publicly exported API can just call the checked version of itself and make do with a single panic (`expect`) at the top.
Since the internal sys implementations are now checked, this gets rid of the extra `if self >= &earlier` check in `checked_duration_since`. Except likely making the generated machine code simpler, it also reduces the algorithm from "Check panic condition -> call possibly panicking method" to just "call non panicking method".
Added two test cases:
* Edge case: Make sure `checked_duration_since` on two equal `Instant`s produce a zero duration, not a `None`.
* Most common/intended usage: Make sure `later.checked_duration_since(earlier)`, returns an expected value.

This commit is an attempt to force `Instant::now` to be monotonic
through any means possible. We tried relying on OS/hardware/clock
implementations, but those seem buggy enough that we can't rely on them
in practice. This commit implements the same hammer Firefox recently
implemented (noted in #56612) which is to just keep whatever the lastest
`Instant::now()` return value was in memory, returning that instead of
the OS looks like it's moving backwards.

Even before we opted to only create threads in some cases, which [is unsound](https://github.com/rust-lang/rust/pull/48575#issuecomment-380635967) due to the way we use thread local storage.

Implement checked_add_duration for SystemTime

Since `SystemTime` is opaque there is no way to check if the result of an addition will be in bounds. That makes the `Add<Duration>` trait completely unusable with untrusted data. This is a big problem because adding a `Duration` to `UNIX_EPOCH` is the standard way of constructing a `SystemTime` from a unix timestamp.
This PR implements `checked_add_duration(&self, &Duration) -> Option<SystemTime>` for `std::time::SystemTime` and as a prerequisite also for all platform specific time structs. This also led to the refactoring of many `add_duration(&self, &Duration) -> SystemTime` functions to avoid redundancy (they now unwrap the result of `checked_add_duration`).
Some basic unit tests for the newly introduced function were added too.
I wasn't sure which stabilization attribute to add to the newly introduced function, so I just chose `#[stable(feature = "time_checked_add", since = "1.32.0")]` for now to make it compile. Please let me know how I should change it or if I violated any other conventions.
P.S.: I could only test on Linux so far, so I don't necessarily expect it to compile for all platforms.

This commit deletes the `alloc_system` crate from the standard
distribution. This unstable crate is no longer needed in the modern
stable global allocator world, but rather its functionality is folded
directly into the standard library. The standard library was already the
only stable location to access this crate, and as a result this should
not affect any stable code.

This adds an implementation of thread local storage for the
`wasm32-unknown-unknown` target when the `atomics` feature is
implemented. This, however, comes with a notable caveat of that it
requires a new feature of the standard library, `wasm-bindgen-threads`,
to be enabled.
Thread local storage for wasm (when `atomics` are enabled and there's
actually more than one thread) is powered by the assumption that an
external entity can fill in some information for us. It's not currently
clear who will fill in this information nor whose responsibility it
should be long-term. In the meantime there's a strategy being gamed out
in the `wasm-bindgen` project specifically, and the hope is that we can
continue to test and iterate on the standard library without committing
to a particular strategy yet.
As to the details of `wasm-bindgen`'s strategy, LLVM doesn't currently
have the ability to emit custom `global` values (thread locals in a
`WebAssembly.Module`) so we leverage the `wasm-bindgen` CLI tool to do
it for us. To that end we have a few intrinsics, assuming two global values:
* `__wbindgen_current_id` - gets the current thread id as a 32-bit
integer. It's `wasm-bindgen`'s responsibility to initialize this
per-thread and then inform libstd of the id. Currently `wasm-bindgen`
performs this initialization as part of the `start` function.
* `__wbindgen_tcb_{get,set}` - in addition to a thread id it's assumed
that there's a global available for simply storing a pointer's worth
of information (a thread control block, which currently only contains
thread local storage). This would ideally be a native `global`
injected by LLVM, but we don't have a great way to support that right
now.
To reiterate, this is all intended to be unstable and purely intended
for testing out Rust on the web with threads. The story is very likely
to change in the future and we want to make sure that we're able to do
that!

This commit is an initial start at implementing the standard library for
wasm32-unknown-unknown with the experimental `atomics` feature enabled. None of
these changes will be visible to users of the wasm32-unknown-unknown target
because they all require recompiling the standard library. The hope with this is
that we can get this support into the standard library and start iterating on it
in-tree to enable experimentation.
Currently there's a few components in this PR:
* Atomic fences are disabled on wasm as there's no corresponding atomic op and
it's not clear yet what the convention should be, but this will change in the
future!
* Implementations of `Mutex`, `Condvar`, and `RwLock` were all added based on
the atomic intrinsics that wasm has.
* The `ReentrantMutex` and thread-local-storage implementations panic currently
as there's no great way to get a handle on the current thread's "id" yet.
Right now the wasm32 target with atomics is unfortunately pretty unusable,
requiring a lot of manual things here and there to actually get it operational.
This will likely continue to evolve as the story for atomics and wasm unfolds,
but we also need more LLVM support for some operations like custom `global`
directives for this to work best.
