refactor: make `SmirInterface` a trait and impl it for `SmirContainer`
- rewrite all `SmirInterface` apis.
- add `BridgeTys` to impl those associated types in `Bridge`.
- move `**_def()` stuffs living in `impl Tables` from `rustc_internal` to `stable_mir`.
