Make `lto` and `linker-plugin-lto` work the same for `compiler_builtins`
Fix #142284 by ensuring that `#![no_builtins]` crates can still emit bitcode when proper (i.e., non-rustc) LTO (i.e., -Clinker-plugin-lto) is used.
