Rollup merge of #90826 - petrochenkov:binattr, r=cjgillot
rustc_feature: Convert `BuiltinAttribute` from tuple to a struct

The tuple starts having too many fields.
Noticed while reviewing https://github.com/rust-lang/rust/pull/88681.
