Rollup merge of #140917 - RalfJung:checktools, r=WaffleLapkin
checktools.sh: fix bashism
Follow-up to https://github.com/rust-lang/rust/pull/140903. Turns out `tests/{pass,panic}` only properly expands in bash, not in dash. :/
