Rollup merge of #137515 - tgross35:update-builtins, r=tgross35
Update `compiler-builtins` to 0.1.148 Includes `f16` symbols on MIPS [1], updates for `libm` [2], and reapplies the patch that drops the `public_test_deps!` macro [3].
