Rename `HandlerInner::delay_span_bug` as `HandlerInner::span_delayed_bug`.
Because the corresponding `Level` is `DelayedBug` and `span_delayed_bug` follows the pattern used everywhere else: `span_err`, `span_warning`, etc.
