Auto merge of #114273 - nnethercote:move-doc-comment-desugaring, r=petrochenkov
Move doc comment desugaring out of `TokenCursor`.

It's awkward that `TokenCursor` sometimes desugars doc comments on the fly, but usually doesn't.
