rustfmt `use` declarations

This PR implements https://github.com/rust-lang/compiler-team/issues/750, which changes how `use` declarations are formatted by adding these options to `rustfmt.toml`:

group_imports = "StdExternalCrate"
imports_granularity = "Module"
```
