RISC-V: tidying: Prefer more canonical reference
1. Use canonical kernel.org repository instead of the GitHub mirror.
2. Refer to the fixed commit to guarantee access.
3. Use `uapi` part to ensure that the feature detection is primarily
intended for user-mode programs.
