Auto merge of #27026 - nagisa:overflowing-unsigned, r=pnkfelix
This commit fixes the negate_unsigned feature gate to appropriately account for inferred variables. This is technically a [breaking-change], but I’d consider it a bug fix. cc @brson for your relnotes.
