rollup merge of #23515: nikomatsakis/issue-14985-trait-subtyping
Remove incorrect subtyping for `&mut Trait` and introduce coercion for `&mut (Trait+'a)` to `&mut (Trait+'b)` if `'a:'b`. Fixes #14985. r? @nrc
