rollup merge of #20075: skade/remove-notrust
Internally refactor all mentions of `notrust` to the positive statement `rust`. [breaking-change] Change remaining `notrust` markers to the thing they actually represent, e.g. `sh` or `plain`. This supersedes #19693 .
