Rollup merge of #63440 - RalfJung:ctfe-backtrace, r=oli-obk
rename RUST_CTFE_BACKTRACE to RUSTC_CTFE_BACKTRACE This matches `RUSTC_LOG`. Both affect only rustc, not any Rust program.
