Rollup merge of #56131 - ljedrz:assorted, r=RalfJung
Assorted tweaks - preallocate `VecDeque` in `Decodable::decode` (as it is done with other collections which can do it) - add a FIXME to `String::from_utf16` r? @RalfJung
