Rollup merge of #61705 - petrhosek:llvm-cflags, r=alexcrichton
Pass cflags rather than cxxflags to LLVM as CMAKE_C_FLAGS We mistakenly pass cxxflags from the configuration to LLVM build as CMAKE_C_FLAGS.
