std: Fix missing stability in sync
* The `sync` module is stable
* The `sync::mpsc` module is stable
* The `Sender::send` method is stable.
* The `Once::doit` method is now removed.
* Deprecated atomic initializers are removed.
* Renamed atomic initializers are now stable.
